So does that mean that anything 1987 or older can now run a vintage plate?

Based on the 2009 date of that link, I would guess that was an attempt to update the law. The state website still says 1970 and older: http://motor.etax.dor.ga.gov/forms/pdf/motor/MV_Authentic_Historical_Tag_Affidavit_Form_T224.pdf

I would guess that it has something to do with the fact that the 1970 and earlier tags were stamped every year with the calendar year and county made into the tag. The 1971 and later tags had places for year and county stickers and were used for multiple years. These tags would not actually match the vehicles YOM.

1971 - 1975 Blue on White (reflectorized 5 Year Tag)
1976 - 1982 Red on White (reflectorized 7 Year Tag)
1983 - 1989 Green on White (reflectorized 7 Year Tag)

I've got a licence plate that has a year stamp on it. It says 71 Georgia in the blue on white. It does have a 1975 sticker on it, and the county is a sticker too. But none the less it is a 71 plate.

Yeah, that 2009 bill didn't pass. Here is think to the actual tracking page for that bill. It never even made it out of the House side of legislation.

And like Alex mentioned. This bill will likely never be amended due the loss of the stamped years. Like Dave said, 71 plates did still have the stamped year, but that was the last consecutive year before the stickers. Then later in 75 or 76, they issued the stamped year plates for that year only, and then again went back to the stickers.

Seems like they would at least amend the law to allow 71 plates since the stamp was still used consecutively until then.
