Here's what somebody else said about this same pic on another site.
As a railroad mechanic i cant see this bus as a true self propelled railcar. The traction motors alone are 4' tall. Also, where is the engine for it? I know that the emds and ge engines we use are about 6 foot tall and then the generator is 5 foot tall. This is definitely a photoshop if you ask me. And the only reason i say this is because i cant see any wires going to the power lines above the rail.
