I'm pretty sure that is a newer VW key that has the rubber removed from it. There is a thread on the Samba about a guy who is selling them on E-Bay as 'rare' old keys, but they are not.

those are from like 1975-199? waterboxers. i have like 50-75 from old cars of mine and from ones i found at the junkyard.
