rear brakes Empty rear brakes

I'm working on the 66 beetle brakes and I see that the right rear emergency brake crosslink bar is upside down
with the spring on the bump instead of in the groove. It appears to be a left side crosslink bar, can any one shed some light on this problem. Is there a left and a right side for these pieces

thats how it is on my 70 i just roll with it not sure if its right though
