If the owners were smart, they would find someone to help them get running and get insurance and tag, then the government couldn't touch it. Simple solution.

Most cities have laws for abandoned vehicles, but typically they just state the vehicle has to be licensed/tagged and insured, but some have caveats that include things such as, "Inoperable for more than 60 days" etc etc. Here in Houston County my neighborhood had a code inforcement jerk that went on a power trip and put notices on about 10 cars, most of which were running, licensed and insured, but because he "Thought they looked like junk" he put notices on them. My Squareback was one of them. He told me it had to move or it was getting towed. I said "It does move, I drive it, I park it in the same spot every day" which is true. He told me, "Well it looks like junk" and I responded "It's 37 years old, all original, that's not junk, that's character"

i hope they never find there way to my house or im going to tell them i have a farm im raiseing rust the Bugg Life Rust Farm i wander if i can get a property tax brake like most farms do

My county pretty much leaves us alone. I'm raising 9 in the yard right now. I would have twice that many if I could find more places to hide them!

it really doesn't matter where you live, if you have "inoperable" vehicles, they can give you a warning, and eventually tow them away. I don't live in a subdivision or anything, but my ass hole neighbor called on me. so i rolled most of them into my workshop. we also have a crapped out 5th wheel camper. its obviosly never gonna roll again. the sides are peeling off and everything, but we got a tag for it, and you don't need insurance on it, because it falls under the insurance of the tow vehicle, and they can't do squat about it, lol.
also, we have 4 other vehicles sitting in our driveway (74 super, 79 chevy c30, 73 mercury comet, 92 suncrest motorhome), but since they are all tagged, they also can't do anything. also non of them run at the moment. the RV has the left wall missing (we're rebuilding it), the 74 super currently has no wheels, or motor, the 73 comet has half of the front suspension missing (I'm replacing all of the front suspension, and haven't gotten everything installed yet), and i just finished rebuilding the th400 tranny in the chevy truck (just gotta install it). but its pretty obvious that non of them are running, but the code enforcement guy who came over, said, as long as we have tags on all of them, they can't do anything.
